Meeting & Tour Annoucement
“New opportunities for the changing world” is the theme for the sixth annual China Global Sourcing Summit, to be held in Xian, China on Nov 10-11, 2009. The summit, sponsored this year by the Ministry of Commerce, The Ministry of Industry & Information of China, and co-sponsored this year by the renowned International Association of Outsourcing Professionals (IAOP) among other global outsourcing organizations, is one of the most significant outsourcing events in China, featuring industry leaders, officials from the Ministry of Commerce & State Government, and leading analysts and scholars from both within China and overseas.
The summit will feature keynote speeches and 5 individual sessions covering topics such as internet applications and open-source developments, client liaisons and service centers, and Sino-Japanese outsourcing talent development.
This year’s summit will also feature the announcement of numerous major outsourcing events, including the opening of the Xian Software BPO College and the kick-off of the Xian Software Town building project.

This event gives international IT professionals an invaluable first-hand look at the fast-growing Chinese outsourcing community, government policy trends, and opportunities presented in the Chinese economy. As part of the summit, visits will be arranged to outsourcing enterprises in the Xian software park as well as to colleges and universities, where visitors will have the chance to talk with IT majors and graduate students.
One major trend in China’s outsourcing industry is the growing number of international small and medium-size enterprises (SMEs) setting up in the national outsourcing bases. This indicates that international SMEs are becoming more aware of China’s deep-value propositions, convenient set-up processes, and favorable government & financial incentives, and are increasingly taking advantage of these benefits.
Another opportunity for international enterprises lies in the vast outsourcing and IT needs of Chinese mega-enterprises that are now streamlining their IT systems to meet growth and cost-saving objectives. This trend, if developed further, would make China both an outsourcing client and customer at the same time, thus presenting international outsourcing and IT enterprises with a variety of unique opportunities.
For those who wish to further explore these and other outsourcing opportunities in China, the summit organizer encourages international attendants to submit 1-to-1 meeting requests prior to the summit; the organizer will then make the appropriate match so the requested 1-to-1 meeting can take place during the event itself.
So that international IT and outsourcing professionals can gain an even broader perspective on China’s outsourcing industry, a tour of selected national outsourcing bases will take place in conjunction with the 2009 Global Sourcing Summit.
China has 14 national software bases to date, all of which are established under the auspices of the central government to ensure high infrastructural standards and streamlined processes.
In addition to the Xian software base, the tour will include outsourcing bases in the cities of Shanghai, Hangzhou, Tianjin, and Beijing. Each outsourcing base in China has unique advantages based on geo-demographic situations and local economic opportunities. Outsourcing bases in Shanghai and Hangzhou, for instance, feature many advanced IT development capabilities, whereas bases in Hangzhou and Xian allow access to a vast talent pool at low costs.

Finally, it is worthy mentioning that city of Xi’an, best known worldwide for its historical terracotta sculptures, is considered the birthplace of Chinese civilization. First inhabited over 3,100 years ago, it was the seat of the nation’s capital for some 1,100 years and housed a succession of 13 imperial dynasties, including the celebrated Qin and Tang dynasties. Moreover, Xi’an was the original starting point of the world-famous Silk Road. Boasting a history that is measurable in millennia, Xi’an is truly a treasure-house of human culture.
